Got both this Hair and Skin from Red Queen as Group Gifts.
TP in and accept "Join Group", costs 50L but you get both these and any future gifts too.
The TP board is right by where you land, you need to go to "Beauty" for the Skin and "Hair" for the Hair and they are right at each entrance.
